3GPP: always-on PDU Session in 5GS
3GPP TS 23.501 definieert een always-on PDU Session: user-plane resources moeten worden geactiveerd bij elke overgang CM-IDLE→CM-CONNECTED; de UE mag dit aanvragen, de SMF beslist. Dit is architectuurtaal over sessiegedrag, niet 'geen airplane mode'.

In TS 24.501 (NAS Stage 3) moet de UE, als die een nieuwe PDU-sessie als always-on wil, de Always-on PDU session requested IE zetten op «Always-on PDU session requested» in de PDU SESSION ESTABLISHMENT REQUEST — sessie-architectuur (o.a. TSC/time sync), geen marketingclaim «nooit offline».
«If the UE requests to establish a new PDU session as an always-on PDU session (e.g. because the PDU session is for time synchronization or TSC), the UE shall include the Always-on PDU session requested IE and set the value of the IE to "Always-on PDU session requested" in the PDU SESSION ESTABLISHMENT REQUEST message.»

Zelfde TS 24.501: op basis van SMF-beleid en de Always-on PDU session requested IE beslist de SMF of de sessie always-on moet zijn (TSC/URLLC e.d.) en zet dan Always-on PDU session indication op «Always-on PDU session required» in de ACCEPT — netwerkbesluit, geen UE-alleen-claim.
«Based on local policies or configurations in the SMF and the Always-on PDU session requested IE in the PDU SESSION ESTABLISHMENT REQUEST message (if available), if the SMF determines that either: a) the requested PDU session needs to be established as an always-on PDU session (e.g. because the PDU session is for time synchronization or TSC, for URLLC, or for both), the SMF shall include the Always-on PDU session indication IE in the PDU SESSION ESTABLISHMENT ACCEPT message and shall set the value to "Always-on PDU session required"; or b) the requested PDU session shall not be established as an always-on PDU session and: i) if the UE included the Always-on PDU session requested IE, the SMF shall include the Always-on PDU session indication IE in the PDU SESSION ESTABLISHMENT ACCEPT message and shall set the value to "Always-on PDU session not allowed"; or ii) if the UE did not include the Always-on PDU session requested IE, the SMF shall not include the Always-on PDU session indication IE in the PDU SESSION ESTABLISHMENT ACCEPT message.»

TS 23.502: Always-on PDU Session Granted
TS 23.502 (procedures) verplicht de SMF om Always-on PDU Session Granted mee te geven in de Establishment Accept wanneer de UE always-on vroeg — of wanneer de SMF zelf bepaalt dat de sessie always-on moet zijn. Stage-2 procedure naast Stage-3 IE’s.
«If the PDU Session being established was requested to be an always-on PDU Session, the SMF shall indicate whether the request is accepted by including an Always-on PDU Session Granted indication in the PDU Session Establishment Accept message. If the PDU Session being established was not requested to be an always-on PDU Session but the SMF determines that the PDU Session needs to be established as an always-on PDU Session, the SMF shall include an Always-on PDU Session Granted indication in the PDU Session Establishment Accept message indicating that the PDU session is an always-on PDU Session.»

eCall: publieke 112-dienst altijd automatisch beschikbaar
Verordening (EU) 2015/758 eist permanente installatie van 112-eCall en stelt in overweging (13) dat de publieke 112-dienst altijd automatisch beschikbaar moet blijven — ook als een eigenaar TPS eCall kiest. Art. 6 verbiedt tegelijk constante tracking in normale status.
«“In order to ensure continuity of the public 112-based eCall service in all Member States throughout the lifetime of the vehicle and to guarantee that the public 112-based eCall service is always automatically available, all vehicles should be equipped with the public 112-based eCall service, regardless of whether or not a vehicle owner opts for a TPS eCall service.”»

Dezelfde verordening verplicht fabrikanten in art. 6(4) dat het 112-eCall-systeem in het voertuig niet traceerbaar is en niet onder constante tracking valt; overweging (21) beperkt dat tot de normale operationele status van 112-eCall. Eerlijke kant: altijd beschikbaar voor noodoproepen is niet hetzelfde als altijd gevolgd.
